1. Overview

This document establishes standard handling procedures for all Transport Units (TUs) operated under Luminar Industries Precision Systems Division authority. These procedures apply to all facilities listed in Annex B, including those under third-party operational management. Facility managers are responsible for ensuring all personnel comply with the procedures described herein.

Transport Units are classified by type, capacity, and environmental sensitivity rating. The classification system is described in Section 2. All handling must conform to the applicable class requirements. Deviations must be pre-authorized in writing by a Transport Operations Supervisor.

These procedures supersede all facility-level transport guidelines issued prior to the date of this revision. In the event of conflict between this document and any other internal guideline, this document takes precedence unless a written exception has been granted by the Precision Operations Committee.

2. Unit Classification

* Class TU-D and TU-E details are not available at this clearance level. Consult your facility's designated Transport Officer.

3. Pre-Transfer Preparation

Prior to initiating any transfer, the responsible operator must complete a Pre-Transfer Inspection (PTI) as defined in Form TR-9. The PTI must be countersigned by a second authorized personnel member for all TU-C class or higher transfers.

Verify the following prior to dispatch:

  • Unit integrity — no visible damage to containment surfaces
  • Identification codes match transfer manifest (Form TR-1)
  • Environmental conditions within acceptable parameters (ref: Table 3-A)
  • Receiving facility confirmation received and logged
  • Transport route approved via current Zone Authorization (ref: PSD-AZ-0031)
  • Escort personnel briefed for TU-C or higher

Table 3-A (Environmental Parameters) has been omitted from this revision pending update. Operators should use the parameters from Revision 4.1 until a corrected table is issued. ████████████████████████████████████████████████

4. Transfer Procedure

Transfers must be conducted along pre-approved routes as specified in the current Authorized Zones document (PSD-AZ-0031). Route deviations must be reported within 2 hours of occurrence using Form TR-7 (Incident Deviation Report).

Upon arrival at the receiving facility, the receiving operator must:

  1. Verify unit identification against the transfer manifest.
  2. Conduct a receiving inspection and document findings in Form TR-11.
  3. Confirm unit integrity. If damage is present, initiate Incident Procedure (Section 5).
  4. Log receipt timestamp in the Facility Transfer Register.
  5. Confirm to originating facility via secure internal communication.
  6. Store unit in compliance with applicable Storage Restrictions (PSD-SR-0018).

Transfer acknowledgement must occur within 4 hours of arrival. Failure to acknowledge constitutes a Tier 2 protocol deviation and must be reported to the Transport Operations Supervisor.

Under no circumstances should a TU be left unattended in a non-authorized zone during transfer. █████████████████████████████████████████████████████████████████████████████████████████

5. Incident Procedures

An incident is defined as any deviation from expected conditions during transport, including but not limited to: unit damage, route deviation, unauthorized contact with unit, loss of contact with escort, environmental exposure beyond E-rating threshold, or ████████████████████████████████████████████████.

Upon discovery of an incident, the responsible operator must:

  1. Secure the unit and immediate area.
  2. Notify Transport Operations Supervisor immediately.
  3. Do not attempt to resolve TU-C or higher incidents without Supervisor authorization.
  4. Complete Form TR-7 within 2 hours.
  5. Preserve all physical evidence for review.
  6. Cooperate fully with any subsequent Internal Security review.
▲ Critical Notice — Revision 4.2 Addition As of 2003-09-17, all incidents involving TU-C units or higher must also be reported to ████████████████████ within 1 hour. This requirement supersedes all previous incident reporting timelines. Failure to comply may result in administrative action under Internal Security Policy 9.3.
